The meeting held this Friday, 17th, to discuss this year's budget distribution model was attended by the CCHLA management, the heads of the departments that make up the center and the representative of the Dean of Planning and General Coordination of UFRN Jorge Dantas Melo.
The purpose of this meeting was to hold a vote between department heads and CCHLA management to decide whether the new budget model would be implemented this year or next.
To explain the pros and cons caused by this change, professor Jorge Dantas from PROPLAN compared the points of the current budget model and the proposed new matrix.
This new budget matrix is based on CONSAD resolution 060/2014, which establishes a model for distributing budgetary resources among academic units, academic centers and specialized academic units based on a set of indicators that in turn are inspired by the MEC budget distribution model among universities.
These indicators attempt to express various aspects of academic activity and their impact on budgetary costs. They are: number of students served, built area, workload of departments carried out in curricular components, postgraduate and research activities and extension activities.
To collect all this data, the resolution provides for the existence of a permanent committee to audit this data every year before applying the model. This commission would be composed of representatives from PROVAN and a member and a deputy from each of the centers and specialized academic units.
All this data is extracted from UFRN's Integrated Academic Activities Management System (SIGAA).
A model evaluation committee is also planned. The representative members would be from PROPLAN, PROADE and the centers, units and CONSAD. Its role would be to evaluate and propose modifications to improve the imposed system.
It was also proposed that there be a compensation fund until 2018 as a way of compensating units that had somehow lost their budget after the validity of this program.
Based on the request from the Center's management, PROPLAN carried out a simulation of the application of this new budget matrix in the CCHLA departments based on the 2015 budget values.
Based on the results presented, the heads of the Center's departments voted in favor of this new model. In total there were 8 votes in favor, 1 abstention and 2 votes against.
It should be noted that the changes will be gradual and, therefore, this year the budget distribution model will continue based on historical indices. Only in 2017 will the new budget matrix be implemented.
