The Federal University of Rio Grande do Norte (UFRN), through the Observatory of the Child and Youth Population in Contexts of Violence (OBIJUV), held the Northeast Regional Forum on March 24th and 25th, at Unicap, in Recife. The meeting brought together more than 250 participants and is part of the review of the National Ten-Year Plan to Combat Sexual Violence against Children and Adolescents (PDNEVSCA).
The process is technically coordinated by OBIJUV in partnership with the Ministry of Human Rights and Citizenship (MDHC), the National Council for the Rights of Children and Adolescents (CONANDA) and the Intersectoral Commission for Combating Violence against Children and Adolescents. Since 2025, the team has been traveling the country with state and regional forums to update goals that have not undergone structural revisions for years. The proposal is that the new plan, which will guide public policies for the next 10 years, is built based on demands collected from professionals who work in the rights guarantee system.
The coordinator of OBIJUV, professor Ilana Lemos de Paiva, from the Department of Psychology/PPGPSI, highlights the university's contribution to the process. “The forum makes it possible to highlight historical inequalities, recognize the power of local networks and strengthen coping strategies that dialogue with the specificities of the Northeast”, he states.
The meeting adopted a participatory methodology, listening to teenagers and articulation between civil society and public authorities. The director of the National Secretariat for the Rights of Children and Adolescents (SNDCA/MDHC), Fábio Meirelles, highlighted the role of UFRN in systematizing demands, integrating the work with other instruments, such as the SINASE and Combating Child Labor plans.
After the stage in Recife, OBIJUV heads to Contagem (MG), where it will hold the Southeast Regional Forum on March 30th and 31st. Then, the systematization of the collected data will begin.
The revised document will be presented in Brasília, between May 19th and 21st, during the III Brazilian Congress on Combating Sexual Violence against Children and Adolescents. The study is carried out through the Fundação Norte-Rio-Grandense de Pesquisa e Cultura (Funpec) and reinforces UFRN's role in producing technical knowledge focused on Human Rights and the protection of children and youth.
